FOURTH WALLING / CANON PUNCTURE: I'm definitely okay with him being recognized as fictional but note also: his appearance in televised Doctor Who is extremely brief and his current incarnation's canon is from one of the more obscure corners of the wider Whoniverse. As to future events, he won't be seeking out spoilers but those who know what goes down in what would have been his future are free to tell him if they would be so inclined! (Although he might not believe it, depending.)

IC CHARACTERISTICS:
CURRENT CANON POINT: after his death in Gallifrey: Insurgency
PHYSICAL DESCRIPTION: Average height and build, coming in at somewhere between about 5'7" or 5'8", with dirty blond hair and what canon repeatedly refers to as a "weasel mouth". That said, he could probably look reasonably nice, if he weren't spending half looking quite eminently punchable instead. As of his arrival on the Barge he'll be wearing the robes of someone holding the office of Castellan, which can be seen on the right here, although his are more likely to be green, and he'll forego the skullcap on the Barge (and the gloves too).

Vocally speaking, his voice comes in at a sort of midrange and mostly sounds like it has an unimpressed lack of care firmly bolted on, with a sideline into sharp bitterness (when self-recrimanating); on the few occasions that he drops both of these it's not an unlovely voice, although it's mostly remarkable in that it does lack both of markers that are usually present in his speech, leaving it very nearly a strange thing.

(When he is genuinely opening up about his feelings and his wrong-doings his voice is very nearly overemotional, desperate and quite audibly heartbroken, like he doesn't know how to put his feelings into words and is aware that even words can't do them justice. This is, however, unlikely to come up on the Barge for some time, if it does at all.)

He smells a little of dust and honey, and - most notably - not like most of the things that go into a typically "human" scent.
DEMEANOR: Most of the time, Andred presents a sort of unimpressed world-weariness coupled with a goodly amount of blunt snark. While he might not particularly interested by the goings on of the world around him, he is less disinterested than critically and sort of perennially out of fucks to give. This is coupled by a sort of low-grade paranoia that manifests itself as a severe lack of trust, a fact which can and does sometimes leak out into his default presentation, especially in conversation. Anger, however, can turn him sharp-tongued - or more so than he usually is - sometimes very nearly to the point of being unintentionally cruel.

He can be prone to a sort of bitter resentment too, largely directed inwards but sometimes also reflected outwards as a result, but this isn't usually something he sustains for particularly long. In fact, save for his usual world-weariness and paranoia a lot of more his emotive reactions don't tend to stay for long, as if he's very nearly afraid of what might happen if he looks at the maelstrom that is his emotional state for too long.
ABILITIES: Time sensitivity, low level telepathy (primarily by touch), better-than-human-average senses/strength/durability but not superhumanly so, basic familiarity with espionage/interrogation and the tools thereof, and he can probably do basic repairs on a TARDIS. He also needs to sleep a good deal less than most humans, and (thanks to a respiratory bypass) is harder to strangle than most people.

As for his telepathy, he is neither good at mind-control nor particularly inclined to go poking around inside other people's heads and would need sustained physical contact to be able to in the first place (and it tends to be hit-or-miss with non-Gallifreyans besides); given this and that he doesn't want to know about anyone else problems the best he's likely to get is the general idea of the surface of someone's emotions and he's more likely than not to not even bother with that.
MEDICAL INFORMATION: Standard issue Gallifreyan biology, which is to say he looks human but is really, really, not. The most relevant would be that he's got two hearts and his general body chemistry is sufficient different to human-normal that attempting to treat him in the same manner as a human patient would probably not end well. Like all Gallifreyans, he's also fatally allergic to aspirin.
CABIN INFORMATION: The door to Andred's cabin is your standard-issue shwooshy type common to a lot of sci-fi canons, with a number pad to the left side of the door; this serves both a way for him to lock the door and a way to open the door if it is not locked.

The room itself looks very much like any of the sorts of rooms common to the Panopticon - it's a reasonably well-lit room with walls and floor that look to be made of a sort of grayish stone. It is, however, also spartan in the the extreme: the bed is functional, but not particularly fancy, there's no decorations on either the wall or floor, and the only piece of furniture apart from the bed is something partway between an armoire and a chest of drawers - this contains both an assortment of spare Castellan's robes but also a few CIA uniforms and not much else. In short, it looks less like a room that's been lived in and more like a room that is meant pretty much entirely somewhere someone crashes when they finally need to sleep.

EDIT: As of Sept. 8, 2015, his wardrobe/chest of drawers also contains a collection of clothes that formerly belonged to the Third Doctor, given to him be the Fourth Doctor. They aren't his size, and he generally prefers to ignore their presence.
OFFENSIVE SUBJECTS: Andred tends to be at his most snappish and sharp-tongued when the topic turns to what he sees as abuses of power, most commonly as related to Gallifrey and her current) President, but it's not impossible that some of this could leak out into similar topics. Given his background, discussion of the presence of aliens/outsider may also not go over well, but this less likely to get him immediately on the defensive. He will also clam up hard in response to any requests to share any of the details of the past six months of his life and will quite probably be more than a little vague about any of the rest of his life.

That said, I am perfectly alright with people poking at those particular lines of conversations as long as it doesn't become everything that the CR becomes, and as long as people/characters are willing to put up with Andred being more sharp-tongued than he usually is - if things get well and truly beyond his willingness to handle, he'll probably find a way to change the subject (or at least derail the conversation into something else).

IC PERMISSIONS:
MENTAL: Please ask for mind-control/mind-reading. Andred is is from a telepathic species himself and is very very closed off mentally besides. While he's not as trained as some might be, he wants pretty much nothing to do with people getting into his mind at any point in the near future, and while it's most likely not impossible to break through his shields he'd almost certainly be resisting the attempt at every turn.

Most anything else is a-okay, although I'd appreciate a heads-up on clairvoyance given that Andred is from after his death and anything in his future would be whatever comes after the Barge, for him.
MIMICRY: Vocally, sure. I would prefer to not have it be physically, though, as Andred has enough problems as it stands on that front.
VIOLENCE: Yes! Andred has a face and demeanor that are both pretty punchable, and I am all for him sometimes getting punched for what he says. For things more serious than say, your average bar fight, shoot me a heads up first - the answer will still probably be yes, but his first reaction to anything particular major would probably to get the hell out of dodge.
MAGIC: He will be very Put Out about it, by which I mean please do.
DEBATE: Sure!
